I don't think Obama is going to get the votes to do it with Congressional permission. A lot of politicos up for reelection in '14 are looking for cover and not getting it. I am so damn tired of fat lazy old men in DC more than anxious to send our treasure , both cash and young bodies off on their little adventures. The rule should be this , If you don't think enough of freedom to fight for it yourself, leave us out of it.
