Looks like a leather knife that Tandy Leather sells for cuttin hides, so I would call it a knife.

ULU design. I have one from a fellow in Tenn. that I got on a trade. It is heavy enough for splitting the pelvis and still be used to chop veggies in camp.Ulu Tool
